Abstract

The aim of this article is to investigate whether the achievement of full university autonomy (FUA) by the State Institutions of Higher Education (SIHE) in Paraná is a policy capable of consolidating public, free and quality higher education. This research is characterized as explanatory. The approach to the problem is qualitative. To collect the data, semi-structured interviews were conducted with the Directors (Rectors, Academic Pro-Rectors and Administrative Pro-Rectors) of four state universities in Paraná: UEM, UEL, UENP and UNESPAR. The data collected was classified using content analysis categories. It was found that in the state of Paraná, since 1990, various actions have been taken by the institutions to achieve the FUA, but all of them have been unsuccessful. The interviews showed that managers are in favor of obtaining the FUA, as they see it as a necessary condition for consolidating public, free and quality higher education.
