Influence of the European Green Deal on international trade agreements: analysis of the EU-MERCOSUR case

Resumo

This study conducts an analysis of the impact of the European Green Deal (EGD) and Sustainable Development Goals (SDGs) on the EU-MERCOSUR Agreement, addressing gaps in existing literature regarding the integration of global sustainability frameworks into regional trade agreements. Examines how EU socio-environmental policies shape international trade relations, focusing on their implications for sustainable development in MERCOSUR countries. Employing bibliometric and documentary analysis, the research delves into the interplay between global and regional agendas during negotiations, highlighting trade interdependence and local implementation challenges. The results reveal that, although the clauses of the EU-MERCOSUR Agreement promote sustainable practices, their effectiveness is constrained by insufficient enforcement mechanisms and local adaptation challenges. The study provides novel insights by highlighting the need for harmonized sustainability policies between the EU and MERCOSUR to ensure compliance with the agreed clauses and foster meaningful regional integration..

Doutora em Direito Internacional Ambiental pela Universidade Católica de Santos (Santos, SP, Brasil). Mestre em Sistemas de Gestão pela Universidade Federal Fluminense (Niterói, RJ, Brasil), pesquisadora titular da Linha de Pesquisa Competitividade, Inovação e Sustentabilidade (CIS) em Governança, Competitividade e Políticas Públicas (GOVCOPP-UA).

Professora Auxiliar de Políticas Públicas no Departamento de Ciências Sociais, Políticas e do Território da Universidade de Aveiro (UA), investigadora catedrática e Vice-Coordenadora da Linha de Investigação Políticas Públicas, Instituições e Inovação da Unidade de Investigação em Governação, Competitividade e Políticas Públicas (GOVCOPP-UA). Doutorada em Ciências Aplicadas do Ambiente (UA, Portugal), Mestre em Desenvolvimento e Planeamento: Ambiente e Desenvolvimento Sustentável (University College London, Reino Unido) e Licenciada em Economia (Universidade de Coimbra, Portugal), é cofundadora (desde 2018) e presidente (desde 2023) da Common Home of Humanity, uma Organização Não Governamental de Ambiente. Foi coordenadora científica do projeto Pegada Ecológica dos Municípios Portugueses (2018-2021), desenvolvido numa parceria estratégica entre a Global Footprint Network, a portuguesa ENGO ZERO - Associação Sistema Terrestre Sustentável - e a UA, premiada em 2022 com o prémio UA Cooperação 2021, pelo forte impacto na cooperação com a sociedade para a sustentabilidade ambiental.

David Nunes Resende, University of Aveiro (Aveiro, Portugal)

David Resende leciona na Escola Superior de Tecnologia e Gestão de Águeda, Universidade de Aveiro (ESTGA-UA), em Portugal. Tem estado ativamente envolvido nas relações universidade - empresa e em projetos europeus como o Erasmus+, o Interreg e outros (como Parceiro Líder ou PI ou como parceiro regular). O Professor Resende é doutor em Engenharia e Gestão Industrial (Universidade de Aveiro, 2010) e concluiu o seu pós-doutoramento no IC2 Institute - Universidade do Texas em Austin em 2014. Desde então, os seus interesses de investigação incluem estudos transculturais em política regional de inovação e gestão tecnológica. Atualmente, o Professor Resende é o Presidente do Comité Diretor da associação científica sem fins lucrativos PICTIS - Plataforma Internacional para a Ciência, Tecnologia e Inovação em Saúde, onde também é o Diretor do LabSec1-Innovation; Membro da Equipe de Investigação CIS na Unidade de Investigação GOVCOPP (Governança, Competitividade e Políticas Públicas) da Universidade de Aveiro; Membro da Rede Nacional de Mentores Empresariais do IAPMEI; Membro da Rede Universidade-Tecnologia Empresarial (UTEN), UTAustin Portugal; Especialista ERASMUS+ 2023 em Avaliação da Qualidade de Ações geridas por Agências Nacionais.
