Abstract

O presente artigo pretende examinar alguns conceitos existentes e consagrados bem como a validade e a importância do planejamento portuário, pois a experiência internacional mostra que o mesmo nem sempre tem atendido as expectativas dos seus múltiplos usuários. Pretende-se, neste artigo, identificar alguns dos problemas portuários que envolvem o processo do planejamento e apoio na solução dos obstáculos que existiram no passado rumo à competição presente. Trata-se de um estudo exploratório visando analisar os diversos modelos de gestão adotados pelas autoridades portuárias conforme as categorias de porto de serviço, instrumento, locador e totalmente privatizado destacando os portos europeus identificando as vantagens e desvantagens dos respectivos modelos de autoridade portuária.
